Cannabis Insurance in California by License Type: What Growers, Makers, Distributors, Retailers and Labs Need

California's cannabis rules set one insurance minimum, $1M per loss and $2M aggregate general liability for distributors, on top of the $5,000 DCC bond every annual license needs. What each license type (cultivation, manufacturing Types 6, 7, N, P and S, distribution, retail, microbusiness, testing) should insure, and what the programs cost, from $500 monoline GL (Blitz) to a $1,200 minimum (Carma).

California requires one kind of cannabis insurance by license type: distributors (and microbusinesses that distribute) must carry commercial general liability of at least $1,000,000 per loss and $2,000,000 in the aggregate at all times.[1] Every annual license, except the event organizer license, also needs a $5,000 surety bond per licensed premises, which protects the State, not you.[2] Everything else is up to you, your landlord and your city, and it should follow what your license lets you do: a grower insures crops, a manufacturer insures products liability, a distributor insures goods in transit and vehicles, and every business with employees must carry workers' compensation.[3]

This guide goes license type by license type through the risks each one carries and the coverage to ask for, with the program limits and minimum premiums the cannabis markets publish. The $5,000 bond has its own guide: the DCC bond and the insurance you need. When you're ready, the cannabis business insurance application takes each location on its own and sends it to several cannabis insurers.

What insurance does California require for a cannabis license?

The bond for almost every license, and liability insurance only for distributors. DCC's regulations require distributors to hold commercial general liability of at least $1,000,000 for each loss and $2,000,000 aggregate, at all times, and to show proof of insurance for their transport vehicles when asked.[1][8] A testing laboratory must show proof of insurance on each vehicle that carries samples.[9] Our bond guide has the full license-by-license table of state bond and insurance rules.

Beyond the state, two other parties usually set insurance terms. Your lease may require a liability limit, the landlord as additional insured and property coverage on your improvements. Your city or county permit can add its own requirements. Read both before you shop.

What insurance does each cannabis license type need?

The table follows DCC's license categories.[10] "Coverage to ask about" is the insurance that answers the risks that license type creates. It is not a state rule unless the last column says so.

Two cannabis programs are available to Menlo in California, with different sizes and floors.

Blitz places its cannabis business with non-admitted insurers through its California surplus lines license.[5] Carma describes its carrier as AM Best A-rated.[7] Each quote names the insurer.

How much does cannabis insurance cost?

The published floors are the clearest numbers: $500 plus taxes and fees for Blitz monoline general liability, $250 per location for Blitz business personal property, and a $1,200 minimum premium at Carma.[5][7] Above the floor, the price follows sales, square footage, the activities at each location, building construction and fire protection, stock and crop values, vehicles and claims history. On a non-admitted policy, California adds 3% surplus lines tax and a 0.18% stamping fee.[14]

What should I have ready for a cannabis insurance quote?

  1. Licenses and activities

    Your DCC license types and numbers, and exactly what happens at each location: cultivation method, extraction type, delivery, distribution or testing.

  2. Each location

    Address, square footage, construction, year built, sprinklers, alarm and security, and the values of the building (if you own it), equipment, stock and crop.

  3. Sales, payroll and vehicles

    Annual sales, employee payroll and any vehicles used for delivery or transport.

  4. Contracts

    Your lease and local permit insurance requirements, so the quote matches them.

  5. History

    Prior insurance and five years of claims, if you have them.

Then apply for cannabis business insurance. In California the application also asks whether you need the $5,000 DCC licensee bond, so both can be requested together.

Frequently asked questions

Is insurance required for a California cannabis license?

Only for distributors, who must carry general liability of at least $1 million per loss and $2 million aggregate.[1] Every annual license except the event organizer license also needs the $5,000 bond, and every employer needs workers' compensation.[2][3]

What insurance does a dispensary need in California?

The state doesn't set one. A storefront retailer should ask about general and products liability, property and stock coverage, and crime coverage, and it needs workers' comp for employees and auto coverage if it delivers.[4][3] The lease often requires a liability limit and additional insured status.

What is the minimum premium for cannabis insurance?

Blitz's cannabis monoline general liability starts at $500 plus taxes and fees, and Carma's minimum premium is $1,200.[5][7]

Does cannabis insurance cover crops?

It can. Blitz covers property "from seed through sale," and Carma lists crop and inventory coverage.[5][7] Ask for the crop limit and the valuation method in writing.

Is the $5,000 DCC bond insurance?
